All moped and motorcycle qualified licence holders (including full car as provisional) must, by law, hold a current DL196 (CBT) certificate, showing they have completed the Compulsory Essential Training course before riding on the road.(a Provisional Licence isn't valid without a CBT certificate).

A provisory moped licence (Group P) can be held from 16 years old and isn't sometimes limited.

Moped Is, by law :-Max. 31 mph, 50 cc, age 16 or over and you need :-
A provisory Moped entitlement
A Compulsory Basic Training certificate
Then defraud with "L" plates
Pass Theory Test
D Moped test
Ride without "L" plates and even manage successfully a pillion passenger

Significantly more than 4,000 miles per year might give me rest for thought. Try to look in the owner's garage, is it clean, does it have speed fairings hanging from the joists. Ask the seller what the warm-up routine is, what cordial of 2-stroke oil they use, what the service schedule is (check any kind of service biography closely, add up the mileage figures and compare them against MOT certificates if applicable – if there is no utility history – run away). If the owner cannot answer these questions convincingly I would walk away. It is also usefulness looking at the sump plug to see if it is drilled for lockwiring and the rims to see if the tyres are customarily changed – those are sure signs that a bike has been raced or regularly second-hand on track days.

Im not dependable what state or country you live in but im kinda in the same boat with my Aprilia Mille R. I called around to a yoke of the major bike shops in the area and asked them if they could do any kind of drudgery...and I got the same responce you did. What I found out to work is if you call the little race shops....the guys who actully use there bikes for the aim they were designed....call a race shop and they will be more then happy to help you....and most likely the assess might even be a little cheaper.....And also the shops are more informative so if you have any questions ASK! Look forward to this helps!
