New carburetor, exhaust pipe, gearing (sprockets), bored out motor, find and eliminate the governor. There is small stuff you can do to try to improve speed, but alot of it is gonna cost some money to get it to haul. Ive seen those moped really move so just look around the internet because I know they make mods for them.

There isn't a "governor", only a few restrictive parts. The main restriction in the system is the huge metal washer in the cylinder if you have a 1hp. Either dremel it out and clean it up really well, or get a cylinder kit. The next restriction is the exhaust. the header probably has two pins in it. Drill those out (if you get a new kit you will need an aftermarket exhaust). The final restriction is the carburetor and intake you need to either get new ones, or drill out your 30+ year old ones. | |
