What is airplane fuel made of and can I use it in my car, or more specifically, my vespa scooter?

Ron is discipline, the ONLY reason for higher octane numbers is to prevent detonation in very high compression engines.
The higher the octane handful the SLOWER the fuel burns, so if you ran 100 octane in an engine that only required 87 you would not only be wasting monied but the tops of your pistons and valves and valve seats would have a thick layer of wrathful gunk on them due to the unburnt fuel blowing out of your exhaust.

Remember folks, OCTANE DOES NOT Give the impression of run off POWER!! Please do a little research on this before you keep wasting your money putting mid or extreme grade gas in your Honda Accord, there are NO extra additives, cleaners, detergents or miracles in mid or sybaritic grade gas over plain old regular unleaded, they all have exactly the same amounts, as required by federal law.
There a few cars out there that do make mid or high grade gas, but those are few and far between, and your Toyota Camry isn't one of them.

How do you know if your motor scooter (vespa) can go on the highway/freeway? Are weight and speed factors?

there are two brute laws that define freeway use.. one it the minimum speed is 45 miles per hour.. the next is that we should keep up with the move of traffic which is usually around 65 or 70 miles per hour.. If your Vespa can keep going those kinds of speeds safely you should be good to go..

But from an experienced motorcycle riders full stop of view, if you ride anything that small you need to be 500% more alert of your surroundings then the usually driver. So many people are oblivious to you being on the roads with them.. Drive safe..

Never buy a scoot or any motorbike off the internet. Only what you can see, stroke, feel, and ride.

As to mileage: 50 -- 75 mpg for the maxi scoots. My Kymco PS250 gets 75+
